I. Applications for issuance of an authorization for import and transfer of dual-use items and technologies, an application for issuance of a certificate for registration of import and transfer of dual-use items and technologies, a certificate for registration of import of dual-use items and technologies are submitted at the Ministry of Economy and Energy – Sofia, 4 Lege Str., ground floor, room No.4. The applications so filed are reviewed by experts of Internationally Controlled Trade and Security Directorate, Internationally Controlled Trade Department.

II. An application for issuance of an export authorization for weapons, import of weapons, transfer of weapons, authorization for exhibition, transit of weapons, activity authorization for brokerage with weapons are submitted at the Unit of Information Security at Sofia, 4 Lege Str., Ministry of Economy and Energy.

III. Due fees payable under the Arms and Dual-Use Items and Technologies Export Control Act
Amount of fees, as follows:
I. The Interdepartmental Council of affairs of the military industrial complex and mobilization preparedness of the country at the Council of Ministers collects the following charges for:
1. For consideration of an application for issuance of an authorization for export, import, transfer and transportation of weapons between third parties and registration to carry out brokerage with weapons and dual-use items – BGN 30;
2. For consideration of an application for amendment and/or supplement of an authorization for export, import, transfer and transportation of weapons between third parties and for amendment and/or supplement of registration to carry out brokerage with weapons and dual-use items - BGN 30;
3. Issuance of a general authorization for export, import and transfer of weapons – BGN 800;
4. Issuance of a limited authorization for export, import and transfer of weapons – BGN 600;
5. Issuance of an authorization for transportation of weapons between third parties – BGN 400;
6. Registration for brokerage with weapons between third parties – BGN 400;
7. Registration for brokerage with dual-use items between third parties – BGN 200;
8. Issuance of amended and/or supplemented authorization for export, import, transfer and transportation of weapons between third parties and registration to carry out brokerage with weapons and dual-use items – 50% of the fee for the original issuance.
II. The Interministerial Commission for export control and non-dissemination of mass-destruction weapons at the Ministry of Economy and Energy collects the following fees:
1. For consideration of an application for issuance of an authorization to participate in exhibitions, export, import and transfer of weapons, broker's deal with weapons - BGN 30;
2. For consideration of an application for amendment and/or supplement to already issued authorization for export, import, transfer of weapons and broker’s deal with weapons – BGN 30;
3. For consideration of an application for registration of import and transfer of dual-use items – BGN 20;
4. For consideration of an application for amendment and/or supplement to already issued certificate for registration for import and transfer of dual-use items – BGN 20;
5. For consideration of an application for amendment and/or supplement to already issued authorization for export and transfer of dual-use items and technologies – BGN 20;
6. Issuance of an authorization to participate in exhibitions, export, import and transfer of weapons, broker’s deals with weapons – BGN 100;
7. Issuance of a transit authorization of weapons – BGN 50;
8. Issuance of a certificate for registration for export and transfer of dual-use items – BGN 200;
9. Issuance of an individual authorization for export and transfer of dual-use items – BGN 30;
10. Issuance of a global authorization for export and transfer of dual-use items – BGN 100;
11. Issuance of amended and/or supplemented certificate for registration of export and transfer – BGN 100;
12. Issuance of amended and/or supplemented authorization – 50% of the fee for the original issuance.
III. The Ministry of Economy and Energy collects fees for issuance of an import certificate of dual-use items – BGN 10.
²V. The charges under the Arms and Dual-Use Items and Technologies Export Control Act are transmitted via bank transfer to the account of the Ministry of Economy and Energy:
