Council Regulation (EC) No. 428/2009 of 5 May 2009 setting up a Community regimes for the control of exports, transfer, brokering ad transit of dual-use items, which repealed Council Regulation (EC) No 1334/2000 of 22 June 2000 setting up a Community regime for the control of exports of dual use items and technology, entered into force on 27 August 2009.

• Regulation No 428/2009 introduces control on brokering of dual-use items and the possibility for competent authorities of Member States at national level to prohibit the transit of non Community dual-use items under circumstances set in art. 4, paragraph 1 and 2.

• Annexes to Regulation No 428/2009:
- Annex I - Common list of dual use items subject to controls;
- Annex II - Community General Export Authorisation;
- Annex IIIa - A model form for use by all Member States for national, global and individual export authorisations;
- Annex IIIb - A model form for use by all Member States for brokering authorisations;
- Annex IIIc - Common elements for publication of general export authorisations;
- Annex IV - Subjects to control intra-Community transfers of the most sensitive dual use items.

• From 26 to 28 May 2009 in Sofia was held the Eighth Regional Meeting of the National Authorities of the States Parties in Eastern Europe. The Government of Bulgaria and the Organisation for the Prohibition of Chemical Weapons co-hosted the meeting.The Minister of Economy and Energy, Mr Petar Dimitrov, and Director-General, Ambassador Rogelio Pfirter, jointly opened the Regional Meeting. The meeting was attended by thirty-three participants from twenty-three States Parties. The National Authority of the Republic of Bulgaria on the implementation of the Chemical Weapons Convention is the Interministerial Commission for Export Control and Non-proliferation of Weapons of Mass Destruction.
